廣州擬上漲中心城區水價并進行價格聽證引起外界廣泛關注。

5月9日,廣州市中心城區自來水價格改革方案聽證會舉行。聽證會上,17位參加人中有9位贊成方案一,7位贊成方案二,另有一位參加人的意見是贊成水價改革,但認為方案一方案二幅度較大,都要作進一步的修改,不傾向于哪一個方案。
據廣州市發改委此前公布的兩套聽證方案,方案一:居民生活用水三個階梯水價分別調整為2.60元/立方米、3.90元/立方米、7.80元/立方米;非居民生活用水價格從3.46元/立方米調整為4.56元/立方米。方案二:居民生活用水三個階梯水價分別調整為2.46元/立方米、3.69元/立方米、7.38元/立方米;非居民生活用價格調整為4.81元/立方米。
據測算,方案一的第一階梯居民用戶(占比80%以上)人均水費分別增支約3.2元/月,而方案二的第一階梯人均水費分別增支約2.5元/月。
廣州擬上漲水價,公布兩套方案
今年4月3日,廣州市發改委官網公布《廣州市發展和改革委關于公開舉行中心城區自來水價格改革方案聽證會暨征集聽證會參加人和征求公眾意見的公告》稱,為更好發揮價格杠桿作用,促進經濟社會發展全面綠色轉型,激勵提升供水質量、推動供水行業高質量發展,按照國家和省水價改革工作部署,根據《重大行政決策程序暫行條例》《政府制定價格聽證辦法》《廣東省價格聽證目錄(2022年版)》《廣州市依法行政條例》等有關規定,廣州市發展和改革委擬召開廣州市中心城區自來水價格改革方案聽證會。
此次聽證,分類用戶用水價格有兩個比選方案,分別是:
方案一:居民生活用水三個階梯水價分別從1.98元/立方米、2.97元/立方米、3.96元/立方米調整為2.60元/立方米、3.90元/立方米、7.80元/立方米;增設居民合表水價,居民合表水價標準為2.86元/立方米;非居民生活用水價格從3.46元/立方米調整為4.56元/立方米;特種用水價格從20元/立方米調整為25元/立方米。
方案二:居民生活用水三個階梯水價分別從1.98元/立方米、2.97元/立方米、3.96元/立方米調整為2.46元/立方米、3.69元/立方米、7.38元/立方米;增設居民合表水價,居民合表水價標準為2.71元/立方米;非居民生活用價格從3.46元/立方米調整為4.81元/立方米,特種用水價格從20元/立方米調整為25元/立方米。
此次廣州水價調整改革適用范圍為廣州市自來水有限公司在廣州市中心城區供水服務區域內(包括越秀區、荔灣區、天河區、海珠區、黃埔區、白云區、大學城區域)供應的自來水價格。
為何要對水價進行調整?
廣州市發改委在《廣州市中心城區自來水價格改革方案解讀材料》(以下簡稱《解讀材料》)中表示,廣州市現行自來水價格自2012年實施至今,與近年來國家提出的健全綠色發展價格機制、推進城鎮供水價格改革等要求存在差距。在全國36個重點城市中,廣州市居民生活用水價格排名第26位;非居民生活用水價格排名第17位;特種用水價格排名第7位。加上宏觀經濟增長、供水建設投入、水資源費征收標準調整等多方面因素影響,城市供水成本已發生較大變化。為實施集約節約戰略,促進經濟社會發展全面綠色轉型,激勵提升供水質量、推動供水行業高質量發展,根據國家和省水價改革工作部署,進一步完善有利于節約用水的自來水價格機制,研究提出該市自來水價格改革方案。
廣州市發改委表示,兩個比選方案的平均供水價格都是3.4元/立方米(含稅),主要是居民和非居民對供水價格上漲的分擔程度有所不同。方案一居民水價第一階梯與非居民自來水價格調整幅度基本一致,更好地平衡居民、非居民兩者負擔;方案二居民第一階梯水價以成本定價,非居民用戶承擔了更多自來水成本上漲的壓力。
澎湃新聞注意到,廣州市價格監測和成本調查中心2023年11月出具的《廣州市供水定價成本監審表》顯示,單位供水定價成本為2.46元/立方米 。

水價上漲有何影響
據上述《解讀材料》,據測算,方案一的第一階梯居民用戶(占比80%以上)、第二階梯居民用戶(占比10%左右)人均水費分別增支約3.2元/月、6.4元/月,方案二的第一階梯、第二階梯居民人均水費分別增支約2.5元/月、5.4元/月。對于第三階梯居民用戶(占比小于10%),兩個方案對該類用戶的水費影響較大,人均月水費增支約20元,有助于強化用戶節約用水意識。
本輪自來水價格改革對非居民影響如何?廣州市發改委表示,1、兩套方案價格影響工業用戶平均每戶水費支出分別增加923元/月、1132元/月;2、兩套方案價格影響商業用戶水費支出分別增加225元/月、276元/月,其中預計餐飲業水費平均每戶支出分別增加126元/月、154元/月,理發及美容服務業水費平均每戶支出分別增加28元/月、35元/月。
廣州市發改委稱,現行水價自2012年實施至今,隨著居民可支配收入的增長,水費支出占居民可支配收入比例由0.51%下降至0.25%,節水約束作用逐漸減弱,城鎮居民生活用水量呈現上升趨勢。2020年廣州市城鎮居民生活用水量177升/人·日,2022年已上漲為225升/人·日,遠高于同期其他一線城市水平(北京145升/人·日、上海160升/人·日、深圳131升/人·日)。為了有效發揮價格杠桿的約束作用,促進居民節約用水,調整居民生活用水階梯用水量基數和價格級差。
統計表明,廣州市80%用戶月均用水量低于21立方米,90%用戶月均用水量低于27立方米。因此確定該市居民第一級、第二級階梯水量基數為21立方米/戶·月、27立方米/戶·月。并根據《城鎮供水價格管理辦法》有關規定,將居民生活用水階梯水價級差按1:1.5:3的比例確定。
聽證會:全部代表贊成水價改革,1名代表認為兩個方案都不合適
據廣州市發改委官網消息,本次廣州中心城區自來水價格改革方案聽證會共設聽證會參加人17名。包括:消費者12名(普通居民消費者8名、低收入居民消費者1名、非居民消費者3名)、經營者1名、與定價聽證項目有關的其他利益相關方1名、人大代表1名、政協委員1名、相關領域的專家學者1名。消費者參加人采取自愿報名、隨機選取和消費者組織等推薦相結合的方式產生。其他聽證會參加人由市發展和改革委按規定委托推薦產生或聘請。
5月9日,廣州中心城區自來水價格改革方案聽證會舉行。聽證會上,17位參加人中有9位贊成方案一,7位贊成方案二,另有一位參加人的意見是贊成水價改革,但認為方案一、方案二幅度都較大,都要作進一步的修改,不傾向于哪一個方案。
據新快報報道,居民消費者李少萍支持方案二。她表示,水價的調整需要考慮市民的承受能力,水價可以適當調整提升,但水量基數應維持不變。居住在廣州市白云區石井街的張慧健稱,綜合對比兩個方案后,方案二以居民第一階梯的水價為成本定價,非居民用戶承擔了更多的自來水成本上升的壓力,他支持方案二。未到會的居民消費者代表梁麗卿委托主辦單位宣讀了她的聽證意見。她選擇居民水價低的方案二,表示水價調整應當照顧到一些低收入群體的實際困難。經營消費者代表關健平經營一家餐飲店,他選擇商業用水價格較低的方案一,希望能將餐飲行業的水價控制在4元以內。
該報道顯示,廣州自來水公司的經營代表表示,近年來供水成本呈現上升的趨勢,企業的經營遭遇較大的困難,供水事業發展面臨一些瓶頸。近三年公司平均每年實現成本節約和增加收益3.8億元,盡全力減緩了企業虧損增長的速度和資金的壓力。“本次擬定的兩個價格方案,從公平和優化營商環境的角度考慮,我推薦方案一。”
利益相關方代表陳文海來自廣州凈水公司,他認為,從兩個調價方案看,即使是居民生活用水價格調整幅度較大的方案一,第一、第二階梯的居民人均每月水費支出也只是增加了3.2元和6.4元,從承受能力看是完全可以接受的。同時方案的配套措施兼顧考慮了低收入人群的承受能力,對于低收入家庭、烈士遺屬以及優撫對象等用水價格維持不變。所以從加強居民節水以及共同承擔的角度,支持居民與非居民水價同步調整的方案一。
非居民代表田雨地表示,廣州市中心城區現行自來水價格自2012年實施至今,由于受各種因素影響,供水成本確實有所提高。她理解并原則上支持水價調整。但她認為根據本次自來水價格改革方案,水價上調幅度較大,廣大用戶可能短期內難以接受。因此,她建議綜合考慮多方因素,在考慮供水成本變化的情況下,盡量將水價控制在合理的低位,更好地保障廣大群眾的基本利益。
此前向社會公開征求意見收到反饋意見17條
澎湃新聞注意到,5月10日,廣州市發改委官網公布《<廣州市發展和改革委關于公開舉行中心城區自來水價格改革方案聽證會暨征集聽證會參加人和征求公眾意見的公告>向社會公開征求意見的情況》稱,4月3日,廣州市發展改革委在官網就《廣州市中心城區自來水價格改革方案》及規范性文件草案(含方案一、方案二)向社會公開征求意見,截止時間為5月3日。市民通過電子郵件和郵寄信件等方式共提出意見17次17條。意見建議涉及以下方面:建議完善居民階梯水價制度;調價幅度要適當;關注城中村用水貴問題;需進一步評估定價成本的合理性。

廣州市發改委稱,將充分研究上述意見,并將在行政規范性文件起草、修改過程中綜合考慮,完善廣州市中心城區自來水價格改革方案及其規范性文件。
據廣州日報報道,在上述聽證會上,廣州市人大代表余納認為,水價改革有利于進一步發揮價格機制的引導作用和價格杠桿的調節作用。在做好低收入家庭等民生兜底的前提下,方案一體現了公平分擔原則,更有利于優化營商環境。廣東工業大學教授趙志偉認為,改革不是一成不變,要充分發揮價格的調節作用,提升居民節水意識。例如,對用水量較大的非居民實行超定額累進加價,加價的這筆錢可以用來獎勵節水企業。對供水企業而言,要進一步推進老舊供水管網更新改造、二次供水設施改造,進一步提升供水服務質量,提升百姓和企業的獲得感。
2020年曾召開聽證會,其后因疫情未調整水價
澎湃新聞注意到,2020年,廣州市發改委曾召開廣州市中心城區自來水價格調整方案聽證會。據廣州市發改委官網消息,2020年12月30日上午,廣州市發展改革委召開廣州市中心城區自來水價格調整方案聽證會。會上,各位聽證會參加人對《廣州市中心城區自來水價格調整聽證方案》及有關情況認真進行了討論,充分表達了有關意見和建議,會議取得了預期效果。而此后廣州市中心城區自來水價格調整未進行調整。
對此,據上述《廣州市中心城區自來水價格改革方案解讀材料》,廣州市發改委表示,該委曾于2020年12月組織召開自來水價格改革聽證會?紤]新冠肺炎疫情反復,為保民生、助企紓困,自來水價格改革未如期出臺。新冠疫情期間,廣州市積極采取措施,階段性降低非居民用水價格、“欠費不停供”等暖企政策,優惠金額達1.2億元。
廣州市發改委還表示,2024年,為加快發展方式綠色轉型,使節約資源、保護生態環境成為市場主體的內生動力,經認真研究,穩妥推進自來水價格改革。根據《政府制定價格聽證辦法》,聽證后逾期一年未決策的需重新聽證。加之2021年至2022年以來,國家和省出臺《城鎮供水價格管理辦法》《城鎮供水定價成本監審辦法》等相關規定,對加快完善城鎮供水價格機制提出了新的要求。為落實最新價格政策要求,廣州委起草了本次自來水價格改革方案,向社會公開征求意見,并將召開價格聽證會。

一夜之間,廣州1800多萬人竟然被17個人代表了。

前兩天,廣州市發改委召開了廣州市中心城區自來水價格改革方案聽證會,公布了兩個調整方案,價格都上漲了。居民用水價格第一套方案最低上漲31%,第二套方案最低上漲24.2%。

有意思的是這個聽證會請來了17名代表投票,結果全部同意,有9個支持第一套方案,有7個支持第二套方案。

這個消息一出,立即引起了網友的質疑。17名代表都是誰?是怎么選出來的?他們代表誰的利益?能代表1800多萬廣州人嗎?

面對鋪天蓋地的質疑聲,廣州發改委只能回應說還在聽證階段,并沒有執行。

實際上,17名代表的身份,已經浮出了水面。他們能不能代表所有廣州人,或許能看出一二。

從廣州市發改委的網站可以看到,17名代表包括9位普通居民消費者、3位非居民消費者,以及經營者、其他利益相關方、人大代表、政協委員、專家學者各1位。

先來看9名普通居民消費者,包括三名退休人員,分別是李德根、梁麗卿、李少萍。李德根說他經歷了用水難、用水不穩定到用水方便穩定、水質優的階段。設備越來越好,適當漲價可以理解。

三名村集體組織成員,分別是廣州市白云區石井街張村經濟聯合社的張惠健、張繼揚,廣州市白云區均禾街石馬經濟聯合社的黎浩洋。

經濟聯合社相當于村里的公司,像廣州這種一線城市的城中村都很富有的,每年本地村民都有不少的分紅。張惠健表示他所居住的地方在城中村,供水管道為上世紀八九十年代鋪設,后來經過改造,解決了很多問題,村民們也對供水服務感到滿意。

還有來自中意人壽保險公司的許德斌,廣州市石化物業管理有限公司的馬月冰,自由職業者關健平。中意人壽保險有限公司是由意大利忠利保險有限公司和中國石油天然氣集團公司組建的中外合資企業,廣州市石化物業是一家民營企業。這三人應該算是在職的普通上班族。

3名非居民消費者分別是廣州市皖華汽車配件有限公司的賓俊華,廣州市荔灣區親臨食府的黃志輝,中山大學孫逸仙紀念醫院的田雨地,他們代表的是企業。

1名經營者是廣州市自來水有限公司的林立,1名利益關聯方是廣州市凈水有限公司的陳文海,1名人大代表是廣州醫科大學附屬市八醫院的余納,1名政協委員是廣東國眾聯行資產評估規劃咨詢有限公司的丘文,1名專家學者是廣東工業大學的趙志偉。

從17名代表的分布來看,好像是照顧到了各個方面,但是普通居民才是最大的消費群體,這個代表數量真的太少了。更何況這些代表到底是怎么選出來的?官方也沒有流程公告。

不過,說實話這類聽證會也就是走個過場,該漲還得漲。又不是第一次開這類聽證會,之前有多少人關心?

今年的聽證會,之所以引發強烈關注,原因有兩個,一個是水電氣這些公共基礎服務價格,迎來了一個集體上漲。另一個是這幾年很多人的收入受到了影響,有些甚至是失業了,這就會讓他們對漲價非常敏感。過去經濟好的時候,漲點價無所謂,也沒多少人關注。

但是,作為普通居民消費者,該爭還得爭,即使是不能阻止漲價的趨勢,能夠少漲點也是好的。

一些專家說老百姓不是沒錢,人均存款都達到了11萬了。這都是平均的結果,有錢人是真有錢,沒錢的卻占大多數。老百姓如果真的有錢,難道他們就不想吃好點,用好點嗎?

不過,說這么多,普通人還真要做好準備,水電氣,高鐵,公交,地鐵漲價,可能會成為一種趨勢。#深度好文計劃#

全部同意漲價!17名廣州自來水聽證會代表的身份,浮出了水面

  一夜之間,廣州1800多萬人竟然被17個人代表了。

  前兩天,廣州市發改委召開了廣州市中心城區自來水價格改革方案聽證會,公布了兩個調整方案,價格都上漲了。居民用水價格第一套方案最低上漲31%,第二套方案最低上漲24.2%。

  有意思的是這個聽證會請來了17名代表投票,結果全部同意,有9個支持第一套方案,有7個支持第二套方案。

  這個消息一出,立即引起了網友的質疑。17名代表都是誰?是怎么選出來的?他們代表誰的利益?能代表1800多萬廣州人嗎?

  面對鋪天蓋地的質疑聲,廣州發改委只能回應說還在聽證階段,并沒有執行。

  實際上,17名代表的身份,已經浮出了水面。他們能不能代表所有廣州人,或許能看出一二。

  從廣州市發改委的網站可以看到,17名代表包括9位普通居民消費者、3位非居民消費者,以及經營者、其他利益相關方、人大代表、政協委員、專家學者各1位。

  先來看9名普通居民消費者,包括三名退休人員,分別是李德根、梁麗卿、李少萍。李德根說他經歷了用水難、用水不穩定到用水方便穩定、水質優的階段。設備越來越好,適當漲價可以理解。

  三名村集體組織成員,分別是廣州市白云區石井街張村經濟聯合社的張惠健、張繼揚,廣州市白云區均禾街石馬經濟聯合社的黎浩洋。

  經濟聯合社相當于村里的公司,像廣州這種一線城市的城中村都很富有的,每年本地村民都有不少的分紅。張惠健表示他所居住的地方在城中村,供水管道為上世紀八九十年代鋪設,后來經過改造,解決了很多問題,村民們也對供水服務感到滿意。

  還有來自中意人壽保險公司的許德斌,廣州市石化物業管理有限公司的馬月冰,自由職業者關健平。中意人壽保險有限公司是由意大利忠利保險有限公司和中國石油天然氣集團公司組建的中外合資企業,廣州市石化物業是一家民營企業。這三人應該算是在職的普通上班族。

  3名非居民消費者分別是廣州市皖華汽車配件有限公司的賓俊華,廣州市荔灣區親臨食府的黃志輝,中山大學孫逸仙紀念醫院的田雨地,他們代表的是企業。

  1名經營者是廣州市自來水有限公司的林立,1名利益關聯方是廣州市凈水有限公司的陳文海,1名人大代表是廣州醫科大學附屬市八醫院的余納,1名政協委員是廣東國眾聯行資產評估規劃咨詢有限公司的丘文,1名專家學者是廣東工業大學的趙志偉。

  從17名代表的分布來看,好像是照顧到了各個方面,但是普通居民才是最大的消費群體,這個代表數量真的太少了。更何況這些代表到底是怎么選出來的?官方也沒有流程公告。

  不過,說實話這類聽證會也就是走個過場,該漲還得漲。又不是第一次開這類聽證會,之前有多少人關心?

  今年的聽證會,之所以引發強烈關注,原因有兩個,一個是水電氣這些公共基礎服務價格,迎來了一個集體上漲。另一個是這幾年很多人的收入受到了影響,有些甚至是失業了,這就會讓他們對漲價非常敏感。過去經濟好的時候,漲點價無所謂,也沒多少人關注。

  但是,作為普通居民消費者,該爭還得爭,即使是不能阻止漲價的趨勢,能夠少漲點也是好的。

  一些專家說老百姓不是沒錢,人均存款都達到了11萬了。這都是平均的結果,有錢人是真有錢,沒錢的卻占大多數。老百姓如果真的有錢,難道他們就不想吃好點,用好點嗎?

  不過,說這么多,普通人還真要做好準備,水電氣,高鐵,公交,地鐵漲價,可能會成為一種趨勢。
